Why does Cygwin unzip create executables that can't be executed outside Cygwin?

When I unzip a MS Windows emacs distribution using the Cygwin unzip and try to execute addpm with the MS Windows Explorer as the same user, why do I get an error about not having the correct protections to execute the file?
